The disastrous conditions of the flood and waterlogging in the Huaihe rivervalley in Anhui province in 1991 are studied.The cause of the flood disaster involved multi-factors,including meteorogical,geographical,ecological,hydraulic,artificial factors,Thesuggestion is made on the policy making administration form,engineering and nonengineering measures to prevent the flood disaster like that in 1991.
